Overview
Vietnam regulates digital assets through the Law on Digital Technology Industry, effective 1 January 2026, which recognises digital assets in law for the first time, alongside a pilot programme under Resolution 05/2025/NQ-CP for crypto-asset markets. Implementation sits with the Ministry of Finance and the State Securities Commission, with the State Bank of Vietnam retaining currency-related control.
Regulatory framework
The 2026 law creates categories for digital assets including virtual and crypto-assets, while the Resolution 05 pilot tests exchange and custody arrangements under SBV/MoF oversight ahead of a fuller licensing framework.
Licensing & authorisation
Pilot-stage: exchanges and service providers operate under the Resolution 05/2025 pilot conditions; a permanent licensing regime follows implementing legislation.
AML & Travel Rule
FATF-aligned AML duties apply under the pilot framework; a standalone nationwide Travel Rule codification is pending.
