Overview
Turkey moved crypto-asset service providers into a dedicated licensing regime through Law No. 7518, which amended the Capital Markets Law with effect from 2 July 2024 and placed platforms and custodians under Capital Markets Board authorisation. Operating, capital and information-systems requirements are detailed in CMB Communiqués III-35/B.1 and III-35/B.2.
Regulatory framework
Platforms and custodians must obtain CMB authorisation and meet ongoing operating, capital and systems requirements. Transactions outside the licensed framework are prohibited and the regime is enforced with MASAK AML supervision alongside.
Licensing & authorisation
CMB authorisation is mandatory for crypto-asset platforms and custodians; no transitional tolerance applies to unlicensed operation.
AML & Travel Rule
MASAK applied the Travel Rule to crypto-asset transfers from 25 February 2025, with a TRY 15,000 threshold for data transmission between service providers.
