Qatar
Overview
Qatar operates a dual system: the Qatar Financial Centre's Digital Assets Framework 2024 provides a tokenisation and crypto-asset regime for QFC-licensed firms — treating cryptocurrencies as Excluded Tokens — while Qatar Central Bank Circular 6/2018 prohibits crypto-asset dealing onshore. The result is a permitted zone limited to the QFC.
Regulatory framework
Inside the QFC, the Digital Assets Framework 2024 governs token issuance, custody and exchange under QFCRA supervision. Outside the QFC, QCB Circular 6/2018 continues to prohibit crypto-asset activity for onshore entities.

QFCRA authorisation for token service providers within the QFC; onshore crypto-activity remains prohibited by QCB.
AML & Travel Rule
QFCRA wire-transfer rules apply Travel Rule data requirements to QFC token service providers; no onshore regime exists.
