Overview

Mexico regulates crypto-activity through the 2018 Fintech Law, under which the Banco de México determines which virtual assets financial institutions may transact, with Banxico Circular 4/2019 restricting that permission tightly. The July 2025 LFPIORPI reform added crypto-asset AML collection obligations for reporting entities.

Regulatory framework

Financial institutions may only deal in virtual assets with Banxico approval, which has remained narrow; fintech institutions (ITFs) operate under CNBV licensing. Secondary rules to broaden the regime have been pending since the 2025 reform.

Licensing & authorisation

Fintech (ITF) and banking licences under CNBV; virtual-asset activity additionally requires Banxico authorisation, which remains restrictive.

AML & Travel Rule

The LFPIORPI reform (July 2025) introduced crypto-asset AML data-collection obligations; secondary Travel Rule rules remain pending.
