El Salvador
Overview
El Salvador made Bitcoin legal tender in 2021, then amended the Bitcoin Law in January 2025 under an IMF programme so that acceptance is voluntary and BTC is no longer required for taxes. Its 2023 Digital Assets Issuance Law created a dedicated regime for tokenised offerings and service providers, supervised by the National Digital Assets Commission (CNAD).
Regulatory framework
The Digital Assets Issuance Law governs digital-asset offerings, exchanges and custody; the CNAD registers and supervises digital-asset service providers and issuers.
Licensing & authorisation
Digital-asset service providers and issuers register with and are licensed by the CNAD.
AML & Travel Rule
Licensed providers are subject to AML/CFT obligations aligned with FATF standards, including originator/beneficiary information for transfers.
