Overview

Kenya has advanced a Virtual Asset Service Providers Bill creating a licensing regime shared between the Capital Markets Authority (CMA) and the Central Bank of Kenya (CBK), with AML obligations and a Travel Rule threshold. Kenya is currently on the FATF grey list.

Regulatory framework

The proposed VASP framework licenses exchanges, custodians and stablecoin issuers under joint CMA/CBK oversight.

Licensing & authorisation

VASPs would be licensed under the new regime once enacted.

AML & Travel Rule

The bill sets a Travel Rule threshold of USD 1,000 for transfers.
