Overview

France's 2019 PACTE law created a registration regime (and optional licence) for digital-asset service providers (PSAN), supervised by the Autorité des marchés financiers (AMF) with the prudential authority ACPR. MiCA now supersedes it, with a transitional path for existing PSAN.

Regulatory framework

The AMF authorises CASPs under MiCA; the ACPR is consulted on prudential and AML aspects.

Licensing & authorisation

Firms obtain MiCA CASP authorisation from the AMF; registered PSAN transition under the grandfathering window.

AML & Travel Rule

The EU Travel Rule applies to CASP transfers.
